张青，副研究员，复旦大学社会医学与卫生事业管理硕士，同济大学哲学专业博士研究生。现任上海市精神卫生研究所办公室主任，兼任国家精神疾病医学中心脑健康研究院办公室主任。中国医促会精神健康医学分会委员兼副秘书长、中华医学会医学伦理学分会第十届委员会科研与伦理审查学组成员、上海市医学伦理学会叙事医学分会委员、《中国医学伦理学》医学人工智能伦理专业委员会委员。担任医院实验动物管理委员会副主任委员、医院新技术伦理委员会委员、医院临床研究管理委员会委员。

从事脑科学基础科研管理工作以及开展卫生事业管理研究，特别是生命技术哲学与医学伦理治理研究，开展精神卫生医疗技术评估及卫生政策研究。承担上海市哲学社会科学规划办公室研究项目，参与国家社会科学基金项目、中国医学协会精神病医院分会等多个课题。在《医学与哲学》、《中华精神科杂志》、《中国卫生资源》、《中国卫生经济》、《General Psychiatry》等期刊发表论文二十余篇；担任副主编、编委参与完成两本编著。执笔完成精神疾病脑机接口研究伦理治理多学科专家共识，参与研究完成中国易性症多学科诊疗专家共识。

Zhang Qing, Associate Research Fellow. He is a PhD candidate in Philosophy, master in health service management. He presently serves as Office Director of the Brain Health Institute at the National Center for Mental Disorder. He is a Member and Deputy Secretary-General of the Mental Health Medicine Branch of China International Exchange and Promotive Association for Medical and Health Care (CPAM), a Member of the Research Ethics and Scientific Review Group of the 10th Committee of the Chinese Society of Medical Ethics (CSME), etc. He also serves as Deputy Chair of the Institutional Animal Care and Use Committee, a member of the Institutional Ethics Committee for New Technologies.

His research focuses on the management of scientific research in brain sciences, particularly in the areas of philosophy of life technologies, ethical governance in medicine, mental health technology assessment, and health policy research. He is the principal investigator of a research project funded by the National Social Science Fund of China, and the Shanghai Philosophy and Social Science Planning Office.
