In order to focus on the quality management of psychiatry, further strengthen mutual communication among psychiatric hospitals nationwide, and improve the management level of psychiatric hospitals, the "9th National Forum of Psychiatric Hospital Presidents" (sub forum of the "First Forum on Psychiatry for Universal Conversation and Innovation") was successfully held on July 14, 2023 at the Shanghai Science Hall. This forum was held under the guidance of the Psychiatric Hospital Branch of Chinese Hospital Association, sponsored by the Mental Health Center Management Committee of Shanghai Hospital Association, and co-organized by Shanghai Mental Health Center and Shanghai Mental Health Association. Nearly 200 mental health professionals from all over the country participated in this forum.
Shao Yang, Chairman of the Management Committee of Mental Health Center for Shanghai Hospital Association and Vice President of Shanghai Mental Health Center (SMHC), presided over the opening ceremony. After that, Zhao Min, President of SMHC, warmly welcomed the attendees of the forum. She pointed out that, as the national medical center for mental diseases, the current important work is to promote the construction of "dual centers" of the national medical center and the national regional medical center, and promote the construction of a healthy China.
Subsequently, Gao Sifa from the Medical Quality and Evaluation Department of the National Health Commission gave a detailed interpretation of the management regulations and policies of the Medical Quality Control Center, emphasizing the need to promote homogenization of medical quality management in order to build a scientific, professional, and refined quality control center. Shao Yang, Vice President of SMHC, introduced the clinical quality control work of mental health in Shanghai, emphasized its importance and believed that we should transform the quality control work from informatization to intelligence, so as to establish the Shanghai model and set the industry benchmark. Qian Juying, Vice President of Zhongshan Hospital affiliated to Fudan University, shared the experience of high-quality development practice of general hospitals. She said that the practice of high-quality development of Zhongshan Hospital, on the one hand, lies in management innovation, and on the other hand, lies in the construction of the national medical center, which has become a national key to building the health field.
During the expert discussion, Wang Jing, Vice President of Beijing Anding Hospital, Jia Qiufang, President of Suzhou Guangji Hospital, Niu Ling, Secretary of the Party Committee of Anhui Mental Health Center, Shen Xinhua, President of the Third People's Hospital of Huzhou, and Wang Xiaoping, Director of the Department of Psychiatry of the Second Xiangya Hospital of Central South University, conducted in-depth exchanges around the topic of strengthening the management for medical quality in psychiatry, and jointly discussed how to improve the medical quality of psychiatric hospitals, and promote its high-quality development. Experts spoke enthusiastically, sharing their research results and insights, inspiring a collision of ideas and a burst of inspiration.
After that, Mao Hongjing, Vice President of Hangzhou Seventh People's Hospital, introduced the experience and achievements of Zhejiang Provincial Psychiatric Hospital in the practice of DRG medical insurance payment methods. Sun Hongqiang, Vice President of Peking University Sixth Hospital, conducted in-depth research and exploration on how the reform of medical insurance payment methods can promote the development of psychiatric hospitals; Ma Sihai, Deputy Secretary of the Party Committee of the Henan Provincial Mental Health Center, presented the construction work of the National Mental Health Regional Medical Center. The report shared relevant cases and practical experience, showcasing the impact of medical insurance payment method reform on improving the service and management level of psychiatric hospitals, as well as on hospital development. This provides valuable reference information for other regions of the country to carry out medical insurance payment method reform in psychiatric hospitals.
In the second round of expert discussion presided over by Yang Fude, Secretary of the Party Committee of Beijing Huilongguan Hospital, Jiang Guoqing, Vice President of Chongqing Mental Health Center, Zhou Bo, Director of Sichuan Mental Health Center, Liu Yun, Secretary of the Party Committee of Fuyang Mental Health Center, and Bian Guolin, President of Ningbo Kangning Hospital, jointly discussed the medical insurance reform trend and hospital development strategy of psychiatric hospitals. They conducted in-depth exchanges and discussions on how to respond to the challenges brought by medical insurance reform and formulate corresponding strategies and measures, pointing out the direction for the future development of psychiatric hospitals.
The successful hosting of this forum provides an important communication platform for the development of psychiatric hospitals nationwide, promoting the sharing of academic and experience.
