With a total building area of 70,000 sqm, the Clinical Diagnosis and Treatment Center for Serious Mental Disease is aimed at improving the diagnosis and treatment system of rare and serious mental diseases, which contributes to the blueprint of innovative construction of National Center for Mental Disorders and boosting the comprehensive development of mental health undertakings.

On the morning of January 18, 2023, “Clinical Diagnosis and Treatment Center for Serious Mental Disease” (the Center) Project of National Center for Mental Disorders (Shanghai Mental Health Center, SMHC) was kicked off in Minhang Campus. The event was presided over by Prof. Zhao Min, SMHC’s president, and attended by the leaders from relevant authorities, enterprises and public institutions including Shanghai Municipal Health Commission, Discipline Inspection and Supervision Group of CPC Shanghai Discipline Inspection Committee in Shanghai Municipal Health Commission, Shanghai Hospital Development Center, Shanghai Jiao Tong University School of Medicine, Shanghai Housing and Urban-Rural Construction Management Committee, Shanghai Major Project Office, Shanghai Civilization Office, Minhang District Health Commission, Zhuanqiao Town of Minhang District, Arcplus Group PLC and Shanghai Construction Group (SCG) as well as the leaders and experts from various Shanghai-based hospitals and construction organizations.
As the outreach of National Center for Mental Disorders and National Regional Medical Center and a high-quality development pilot institution of Shanghai, SMHC has been shouldering the holy missions of mental disease prevention and treatment, prevention and control of COVID-19, public mental health assurance and psychological aid in recent years. SMHC also takes the lead in the formulation of national and local laws and policies regarding mental health as well as specialized technical codes and standards, winning extensive recognition from the government and the society.
Prof. Xie Bin, expressed in his speech gratitude on behalf of SMHC for the care and support from the governments at all levels and all walks of life. Prof. Xie said, “Shanghai Mercy Hospital was founded here in 1935. With special attention from of successive municipal CPC Committees and municipal governments as well as strong support from all walks of life, our staff have been working arduously from generation to generation and creating remarkable accomplishments. The Clinical Diagnosis and Treatment Center for Serious Mental Disease carries the hopes and dreams of our staffs for generations and marks a milestone in the development history of SMHC. It also represents an active exploration to implement the instructions of “paying special attention to mental and psychological health” in the report of the 20th CPC National Congress, creating the brand of Shanghai Medical Service and developing Shanghai into a medical hub in Asia.”
Ye Weidong, the Chairman/Deputy Secretary of CPC of SCG wished this project a great success. He also declared that SCG would dispatch an excellent project team to contribute to “a reassuring project” with outstanding construction techniques and craftsmanship.
As pointed out by Chen Mu, the Deputy Director of Shanghai Hospital Development Center, “2023 is a key year for SMHC’s ‘14th Five-year Planning’. SMHC shoulders tough tasks of development and infrastructure construction.” Chen hoped that SMHC could promote its high quality development based on the overall requirements of Shanghai Municipal Party Committee and Shanghai Municipal People’s Government by seizing the chance of constructing National Center for Mental Disorders, and establish a comprehensive mental medical center based in Shanghai that “serves the Yangtze River Delta, benefits the whole country and connects the world”, well adapted to Shanghai’s status as a medical hub in Asia.
Zhang Hao, the Deputy Director of Shanghai Municipal Health Commission, expressed his appreciation for SMHC’s long-term efforts in safeguarding public mental health. As underlined by Zhang, “SMHC shall stick to the public welfare nature of public hospitals, promote integration of medical treatment and prevention as well as discipline construction and talent cultivation, further improve the management level of modern hospital and realize the high quality development of specialized mental hospital.”
With a total building area of 73,904 sqm, the Center has 18 floors above the ground and 2 under the ground, including a clinical diagnosis and treatment center for serious mental disease and an energy center. Full-fledged with the functions of outpatient service, hospitalization, rehabilitation, education & training, clinical research and relevant supporting functions, the Center will not only improves SMHC’s medical environment and patients’ experience dramatically, but also facilitates talent cultivation, discipline construction, service innovation and comprehensive improvement of hospital management, infusing new energy into SMHC’s high-quality development.
By seizing this chance, SMHC will keep improving its hardware environment of medical treatment, R&D and experimental labs, as well as the medical services and technological innovation ability, build a national diagnosis and treatment platform and remote medical service network of rare and serious mental diseases and focus on the diagnosis, treatment and demonstration of rare and serious diseases nationwide; provide psychological services nationwide, set up a national psychological rescue and crisis intervention network and develop the full-life-cycle and multi-layer medical service capacity of all diseases and courses from early identification and intervention of mental disease to functional rehabilitation, and from common mental disorders to special medical problems for both the old and the young, and set a new benchmark for the high-quality development of specialized mental hospital.

The Center’s construction will be a new starting point on the journey to practice the “people’s health-oriented” principle, stay true to our original aspiration and remember our mission, seize every opportunity, take actions actively, seek new breakthroughs and realize further development. By complying with the highest international standards and criteria, the Center will develop towards a research-based intelligent, open and personalized international top-notch specialized mental medical organization, which will take the lead in the improvement of mental service competence nationwide and make new and greater contributions to “Healthy China” and “Healthy Shanghai” strategies!
